When South Africa controlled South West Africa, it transferred control of Walvis Bay to its Cape Province, thereby making it an exclave. When South West Africa gained independence as Namibia, Walvis Bay remained under South African sovereignty. However, in 1994, Walvis Bay was transferred to Namibia.
